E-brake cable...need some help!

Okay so I need my e-brake cable adjusted before I go get my inspection done (needs to be done in the next couple of days). The guy I bought my car from told me it was just broken and needed to be replaced, but from the looks of it it looks like it really just needs to be adjusted...can anyone help me out, I wouldn't mind messing with it myself, but I just really need someone that knows what they are doing so I can get this inspection taken care of!
