Web site contents not resizing correctly 1280 x 800

Has someone changed code for website resizing? I run a laptop at 1280 x 800 and at browser screen full size still have a horizontal scroll bar showing--that's always a website no-no. I had fixed that a while ago but the problem is back now. The goal is resolution independence (within reason of course). Anyone else experiencing this?

I still have the lower scroll bar, thought it was fixed to, then it came back a week or so ago
